I don't even think that it necessarily relies solely on total control, but I think that stability is what we strive for. It's like the saying that "Communism is perfect... on paper." The book presents us with a lot of ideals, but not ones that would mesh well with our current society. I agree that we need some change, I'm just not sure if Lowry's ideals would ever be accepted.
